    OneHR Conference 2026 - Call for Proposals

    Thank you for your interest in the OneHR Conference to be held on May 7th, 2026. 

    The OneHR Conference provides professional development to human resources professionals from the public and private sectors. This event is the premier human resource conference for the Commonwealth of Pennsylvania. This event averages 800 attendees in person from entry-level HR professionals to senior leaders.

    Our 2026 theme — “Leading with Purpose, Serving with Impact” — underscores HR’s vital role in strengthening and supporting the workforce.

    Leading with purpose means being clear about why we work and choosing actions that align with our shared public-service mission.

    Serving with impact means delivering real, positive results for employees, agencies, and the communities we support. 

    This theme invites us to share ideas, build new skills, and improve how we work together so HR can continue to make a meaningful, measurable difference each day.

    Please Remember: when submitting your call for proposal, sessions should not include sales pitches or marketing of products. Presentations should be educational, providing audience members with 2 -3 takeaways they can immediately implement. 

    • Speakers are expected to attend and present In-Person at Harrisburg University, Harrisburg, PA on May 7, 2026. 
    • We are excited to offer a new virtual presentation track this year to increase access and flexibility. However, because our focus is on in-person engagement and networking, most sessions will take place on-site. Only a small number of virtual-only proposals will be accepted, based on the strength and uniqueness of the proposal. Preference will be given to presenters who will appear in-person, who are also willing to present a second time to the virtual track.

    2026 Track Titles & Descriptions

    KEYNOTE

    Do you offer a dynamic and captivating presentation? Do you engage with your audience and leave them with practical takeaways?  We’d love to hear from you!  We’re looking for a keynote presentation that sets the stage for the theme and tracks of this conference.

    Track 1: From Silos to Systems:

    The purpose of this track is to share ways the different HR functions can work together to better serve the agencies by improving communication and connecting strategies to get better results across the Commonwealth.

    Sessions could include:
    • Collaboration across HR functions or agencies 
    • Teamwork and communication strategies 
    • Aligning HR work with agency or organizational goals 
    • Building partnerships to improve outcomes 
    • Examples of working together to solve problems 
    Track 2: Leading Through Influence:

    In this track, employees will explore skills and strategies for guiding others, building trust, and inspiring change – even when you don’t have formal authority. 

    Sessions could include: 
    • Building trust and credibility 
    • Communicating effectively with different audiences 
    • Influencing decisions without direct authority 
    • Partnering to drive change 
    • Practical leadership skills for any level 
    Track 3: Human-Centered by Design: 

    This track is intended to show how HR programs, policies, or services can be shaped around real employee needs to create fair, supportive, and effective workplaces.

    Sessions could include:
    • Practices that improve the employee experience 
    • Approaches to inclusion, fairness, and equity 
    • Making HR services or processes easier to use 
    • Collecting and using feedback to make improvements 
    • Building supportive workplace cultures 
    Track 4: Learning, Growing, Succeeding:

    This track is intended to present ideas for helping employees and HR professionals build skills, learn in new ways, and grow through training, mentoring, or development opportunities. 

    Sessions could include: 
    • Supporting professional and leadership growth 
    • Identifying and addressing workforce learning needs 
    • Creative approaches to employee development 
    • Sharing strategies for training, coaching, or mentoring 
    • Exploring ways to measure the success of growth efforts 
    • New ideas for building skills across the workforce
    Track 5: Turning Ideas into Action:  

    This track highlights creative problem-solving, using everyday tools in imaginative ways and sharing fresh HR practices that make a real difference. 

    Sessions could include: 
    • Using tools or technology to improve HR work 
    • Strategies for solving problems in new ways 
    • Practical examples of making processes easier 
    • Applicable examples of improvements in government HR 
    • Sharing lessons learned from innovation 
    Track 6: Virtual Track: 

    This is an opportunity for you to present your presentation to a virtual audience, and interact with them directly. You may present to both an in-person and then again to the virtual audience. Or, there will be limited opportunities for exceptional proposals to present purely to the virtual audience. Your presentation should still fit into Tracks 1-5, even if you are only proposing to present virtually alone.  

    SECOND KEYNOTE

    Following our provided lunch, we will offer a presentation that also ties in with our theme:  Leading with Purpose, Serving with Impact. The ideal second keynote presentation will apply to personal and career development and will leave attendees with thought-provoking, inspiring, real-world takeaways that they can immediately apply to their everyday work.
